February 28, 2024 Responsible to the Housing Manager for the efficient and effective operation of the Authority's administrative and occupancy-related activities of the Section 8 program to assist low-income residents.

Directs and supervises the activities in accordance with Housing Authority policies and procedures and HUD guidelines and requirements.
Major Duties and
Responsibilities:
1.
Assures that the Authority's policies and procedures as well as HUD requirements and guidelines are being observed in the day-to-day activities of the program administration.
2.
Responsible for policies and procedures in determination of family income, rent computations, adjustments, income recertification.
3.
Assist in the coordination of recertification efforts of Section 8 participants.
4.
Perform other responsibilities and duties as required.
Required Knowledge and Abilities:
1.
Knowledge of the general operations and procedures of a Public Housing Agency (PHA).
2.
Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the Board of Commissioners.
3.
Knowledge of the local, state, and federal laws governing public and other subsidized housing programs including health and fire regulations, landlord/tenant regulations, leasing of property and evictions.
4.
Knowledge of assisted housing activities and operations at the federal, state, and local levels in both the public and private sectors.
5.
Knowledge of modern office equipment and proficient in programs including Microsoft Office, copiers, personal computers, calculators, facsimile machines, scanning, etc.
6.
Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Housing Authority and /or HUD.
7.
Strong organizational and interpersonal skills required as well as handle confidential information and data in a discreet manner.
8.
Ability to prepare and present ideas in a clear and concise manner, both orally and in writing.
9.
Ability to utilize a personal computer, maintain and organize data.
10.
Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, residents, HUD, and local, state, and federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.
Physical Requirements:
1.
Level of manual dexterity sufficient to allow for operation of personal computer, typewriter, telephones, facsimile machine, calculator, copier, etc.
2.
Ability to move, handle, or lift small objects around desk area, e.
g.
files, computer printers, reports, calculator, pencils, legal pads, etc.
Minimum Education, Training, and/or
Experience:
Graduation from a standard high school, including or supplemented by courses in business or related field.
Two (2) to three (3) years' experience in business, public administration, social services or housing; or any equivalent combination of education, training, and experience to meet the required knowledge and abilities.
Special Requirements:
1.
Possession of a valid driver's license.
2.
Obtain training and certification in areas for successful job performance.
